Michigan planning new captive laws

Michigan is working on new proposals for its captive legislation, which are yet to be made public.
 
The new legislation would be designed to fill in gaps in the current legislation regarding issues such a outlining how a captive manager can be listed as licenced.
 
David Piner, director of captives in Michigan’s department of licensing and regulatory affairs, said these rules have been in draft form for close to two years, but the process was slowed down by a political change in administration.
 
“We are now looking to fill in the gaps in our legislation remaining from when it was first written, for  example there is no mention of any captive managers in our statute.
 
“One of the problems is that we underwent a new administration, meaning that a former governor who was a democrat left and was replaced by a republican, who is trying to reduce regulation, while I am trying to write more.
 
“It’s not that I want to over-regulate but we have these gaps in regulation. This change in administration has slowed the whole process down.”
