Randall and Quilter (R&Q) has launched a captive management venture in Denmark and Sweden, in what it hopes will be the first step in a larger expansion into the management sector.

Nordic Insurance Management is a joint-venture between R&Q, the majority shareholder, and two individuals: Magnus Lindgren from Sweden and Danish actuary Nikolaj Boysen.

“The Nordic region made sense in terms of talent available and business contacts; we just needed to add our critical mass,” said Ken Randall, chairman and CEO at R&Q.

“At the moment the region is largely dominated by Marsh and Aon, but there seems to be a strong desire for an alternative to broker-owned businesses and we’re keen to provide that independent solution,” said Paul Corver, managing director of R&Q’s Captive Management Services division (pictured). The company will have offices in both Denmark and Sweden, though initial support will come largely from R&Q’s UK headquarters.

“We might look to start up a bigger office in Denmark or Sweden depending on the success. We already have a client in Denmark and momentum is gaining in Sweden,” said Corver. R&Q is also looking at captive management opportunities in other European jurisdictions, possibly with a focus on providing cell company services to SMEs. However, Corver says this would be through buying out another captive manager, like R&Q’s acquisition of the Bermuda-based Quest Group, rather than starting from scratch.

The Bermuda operation, Quest Management Services, has also recently acquired two provisional captive management licences in US domiciles Delaware and Vermont, as well as revising its District of Columbia licence, which had lapsed through non-use. “We want to have other solutions to offer clients if Bermuda and other off-shore domiciles take a battering from regulatory changes,” said Corver. “We’ve already spoken to new clients about on-shore possibilities.”

R&Q’s introduction to the captive industry initially came from acquisition of captives in run off. However, following the acquisition of the KMS Group of run-off service businesses in late 2008 and the Quest Group in December 2009, the company has been keen to expand its captive book of business.

In 2009 it acquired Woolworths Insurance (Guernsey), which had been in run-off since the parent company went into administration in November 2008. It also acquired run-off assets from reinsurance broker RK Carvill in late 2009.

However, R&Q sees its future firmly in managing live captives as well as run-offs. “We aim to provide a broader ‘cradle- to- grave’ range of services,” said Corver, who believes this might be the future for more managers who, he suggests, should provide a wider range of solutions. “At many conferences very little time is spent on exit strategies, yet if you don’t have one you only see half the picture.”
